The whole game is a series of illegal moves. Touch the opponents pieces first before taking the piece is an illegal move. But your opponent has to call the arbiter of the tounament before(!) he plays another move. If he plays the move before telling the arbiter, the illegal move becomes legal for this singular event.
This isn't how you correctly play the Scandinavian defense. Opponent doesn't understand the concept of the opening.
